Job Summary:

The Department of Justice (DOJ), Office of the Inspector General (OIG) is one of the premier federal inspector general offices with a prestigious team of professionals. The OIG performs audits, evaluations, investigations and special reviews of the personnel and programs of all DOJ components. This position is located in the OIG's Investigations Division, Detroit Area Office. Because the Investigations Division is charged with ensuring the integrity of the top law enforcement agencies in the country, the case work of the Special Agents is challenging, rewarding, and of national importance. The Division investigates allegations of bribery, fraud, abuse, and violation of civil rights and other laws, policies, and procedures that govern DOJ employees, contractors, and grantees. Working with prosecutors, the Division develops cases for criminal prosecution and for civil or administrative action. The important work of the Investigations Division results in arrests, criminal indictments, convictions or guilty pleas, and administrative actions against employees, contractors, grantees, and civilians. The Division's Special Agents have statutory law enforcement authority to carry firearms, make arrests, serve subpoenas, and seek and execute arrest and search warrants.

Major Duties:
DUTIES:
The incumbent serves as a Special Agent performing a variety of criminal investigative and analytical assignments to include: Analyzes initial allegations and recommends the extent of required investigative resources, and the necessity for collateral support; plans, organizes and personally conducts investigations with regard to a wide variety of allegations; plans and conducts surveillance or undercover work. Apprehends and arrests persons violating U.S. laws and conducts searches and seizures incident to the arrest or when appropriate, by warrant. Coordinates investigations that involve multiple subjects. Plans workload, and as necessary, trains and directs lower-graded criminal investigators in investigative methods and techniques. Provides technical assistance to other law enforcement personnel by evaluating and discussing investigative problems and making suggestions. Investigates allegations of crimes and crime scenes. Performs pre and post investigation analysis and makes recommendations of appropriate actions. Prepares reports and present findings orally and in writing to managers, prosecutors, and other high-level officials. Participates in the formulation, interpretation, application and execution of plans, policies, standards and procedures affecting the conduct of investigations. Testifies as a government witness before Grand Juries and in courts regarding criminal cases and testifies at administrative hearings in non-criminal cases. Works on cases involving a variety of or a specific investigative function. Researches and analyzes information, determines actions to be taken, documents cases, formalizes reports, and/or makes recommendations. Performs other duties as assigned.
Qualifications:
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to plan, organize, and conduct sensitive and complex criminal investigations, including those related to bribery of government officials, misconduct, theft, contract/grant fraud, conflicts of interest, and civil rights violations.
Skill in effectively communicating, in both oral and written form, complex facts, circumstances, and evidence in a fashion that is easily understandable by a variety of audiences, such as supervisors, prosecutors, judges/juries, and agency decision makers.
Skill in performing search warrants, arrests, handling informants, and working/organizing undercover operations.
Ability to conduct physical and electronic surveillance utilizing a variety of audio, video, and photographic equipment to record evidence.
Knowledge of criminal laws; Federal rules of procedure; rules of evidence; investigative principles, techniques, and precedent court decisions; and laws and decisions relating to search, seizure, and arrest.
MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
MEDICAL REQUIREMENTS: The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of this position are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.
