This vacancy announcement is open to all U.S. Fish and Wildlife Service employees serving under career or career conditional appointments in the competitive service.  This is a full time, permanent Criminal Investigator position with the U.S. Fish and Wildlife Service, Office of Law Enforcement.  The position will have a duty station of Missoula, Montana.  The individual selected will serve as Senior Special Agent, reporting to a Resident Agent in Charge (RAC) at a major office as listed, and will perform as an acknowledged technical expert in conducting extremely complex and highly sensitive investigations.  This is not a trainee position.  One position is expected to be filled by this announcement.  Travel, transportation, and relocation expenses for this position will be authorized in accordance with appropriate Federal regulations.  Eligibility for specific relocation services will be determined at the time of selection.  This position is approved as a law enforcement position for coverage under the special CSRS and FERS retirement provisions of 5 U.S.C. 8336(c) and 5 U.S.C. 8412(d).     Key Requirements: Open to US Fish and Wildlife Service employees only A new or updated security background investigation may be required Prior experience in a Primary Law Enforcement position is required This is a drug-testing designated position Must pass a pre-employment medical exam Frequent travel is required Major Duties: Some but not all major duties of the position include:  Planning, directing and independently conducting complex and highly sensitive investigations regarding laws, rules, regulations, and treaties administered by the U.S. Fish and Wildlife Service.  Leading and coordinating investigations; initiating evidence searches involving numerous databases, record searches, interviews, and physical and electronic surveillance.  Devising methods, techniques, and approaches that may be used in similar investigations.  Assignments focus on law enforcement activities such as organizing and leading teams comprised of a variety of experts, multi-agency and multi-function teams to accomplish high-risk, high-impact investigations.  Planning and executing search, seizure and arrest warrants, performing intelligence and risk analysis, creating detailed warrant and raid plans, and multi-agency coordination with State, Federal, and international law enforcement officers.  In addition to investigative assignments, the position is responsible for identifying specialized training needs and recommending training activities for other investigators; serving as an instructor for specific areas of law enforcement; preparing guidance and materials to address specific law enforcement activities; and serving as an interpreter for explaining new laws and regulations or changes in laws and regulations.  The position also serves as outreach and compliance education coordinator; meeting with executive and other individuals to prevent problems and jointly identifying solutions; educating and building compliance awareness; cooperating with Tribes and other agencies to safeguard archaeological resources; and forging relationships to increase cooperation and coordination with governmental and non-govenmental partners.  The individual is expected to exercise judgment and discretion in making recommendations or decisions; conduct specialized studies and analysis; and maintaining strong work relationships with his/her high level enforcement counterparts. Physical Demands and Work Environment:The work involves frequent and recurring surveillance in which there is a considerable amount of walking, bending, stooping, and climbing.  The work also requires frequent lifting of moderately heavy objects.  Work is accomplished in both office and outdoor settings.  There is regular and recurring exposure to moderate risks and discomfort such as adverse weather conditions and dusty or noisy environments.  Surveillance work may include use of aircraft, boats, and motorized vehicles.   Qualifications: Qualification requirements may be condensed. SPECIALIZED EXPERIENCE REQUIREMENTS:One year of specialized experience comparable in scope, difficulty, and responsibility to the next lower level (equivalent to at least the GS-12 level) in the Federal service that demonstrates an in-depth knowledge of the principles of criminal and/or civil investigations, laws of evidence, rules of criminal procedure and precedent court decisions concerning the admissibility of evidence; analyzing information in order to distinguish between relevant and irrelevant information or evidence, to detect discrepancies in information or evidence, establish facts or obtain evidence that will prove or disprove allegations; and to plan and conduct investigations.  In addition, this experience must have also included applying investigative techniques in order to interview suspects and witnesses, follow leads, develop and use informants, examine records, perform undercover work, conduct surveillance, and prepare reports and other complex technical material that deal with the collection, protection and recording of evidence, the presentation of testimony and the retention of informational materials concerning illegal activities and practices. SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:NONE No specific educational course of study is required for this position, although having successfully completed certain training is mandatory.  Please see the occupational questionnaire associated with this announcement for those training classes/courses.   Applicants must meet qualification requirements and time-in-grade as of the closing date of the announcement in order to be considered.SPECIAL CONDITIONS OF EMPLOYMENT:-Incumbent must possess a valid State driver's license at all times, and be able to operate a government owned or leased motor vehicle, and vessels such as all terrain vehicles, snowmobiles, and inboard/outboard boats.    -Incumbent must comply with 18 U.S.C. 922(g)(9), and must not have been convicted of a misdemeanor crime of domestic violence.  -Incumbent is required to submit to random drug testing for illegal drug use.  Results of such tests must be negative for illegal drug use.- The position sensitivity level for this position has been designated as Critical Sensitive.  Accordingly, selectee may be required to complete a new or updated Background Investigation prior to receiving a firm job offer.  - Incumb
