3379 Job Description STG International, Inc. is currently seeking an experienced Senior Personnel Security Specialist/Facility Security Officer to support work on a contract with the Administrative Office of the U.S. Courts (AOUSC) in Washington, DC.  The following describes the types of services that are required.  Additional technical projects/tasks may be required by the AOUSC.   The Contractor may be required to perform the following tasks: Develop, implement and administer the employment suitability program for the AO employee population, job applicants, and contractors; Develop, document, and implement procedures for major aspects of the personnel security program, such as position designation and sensitivity levels, issues and adjudication guide, initial investigation or reinvestigation requirements, fingerprints, completing investigation forms, records, adjudication process, etc. Create and maintain a project plan to include tasks, timelines, communications, documentation requirements, and other information necessary to ensure well-planned development, implementation, and administration of the AO’s personnel security program; Act as technical expert on all personnel security matters; Prepare technical and non-technical correspondence, reports, and other written materials regarding personnel security; Work with supervisors, managers, technical experts, and other staff members to obtain required information designate position sensitivity levels for all AO positions and contractors and to assist in any discussion or resolution of level designation to maintain consistency AO-wide; Advise agency management on personnel security program policies, procedures, and requirements and on the impact of these requirements on organization mission and operations; As necessary, prepare and present briefings on personnel security matters or attend meetings for advisory purposes; Advise and assist employees, applicants, and contractors in completing investigation forms including taking fingerprints for new employees, existing employees, and contractors; Submit initial investigation or reinvestigation requests to the proper organization, maintain records, and monitor progress of investigations; Review investigation materials and fingerprint results and prepare recommendations for adjudication and/or recommend course of action for negative suitability results; Advise on procedures for adverse suitability determinations; interview investigated individuals to resolve questions arising from investigations; advise on employee rights, appeal procedures, and information requests; and assist in arranging for reconsideration meetings Work with agency personnel to develop and maintain IT solutions for tracking employee, applicant, and contractor investigations and reinvestigation due dates using existing personnel reporting systems such as HRMIS (PeopleSoft) or other AO information systems, and develop a data entry process and procedures to ensure data is maintained and up-to-date; Assist with other complex personnel issues by using research, analytical, writing and oral presentation skills to document and summarize information. Required Skills  Knowledge of federal personnel security regulations and practices including federal privacy act regulations to applicability under the AO’s Employment Suitability policy. Ability to maintain records and produce periodic reports on the status of projects, assignments, and investigations; track existing personnel reporting systems and update personnel security activity and run reports for management.
