ESSENTIAL FUNCTIONS:1. Serve as the Aviation Safety Officer for the Bicycle Lake Army Airfield, Ft Irwin California and the Bicycle Lake Army Airfield manager during his/her absence.2. Responsibilities cover the full range of aviation safety requirements involved in the utilization and maintenance of the airfield infrastructure and operation of rotary wing and fixed wing traffic.3. Assignments require coordination with civil and Army Safety authorities, accident investigation boards, and specialists such as medical, fire prevention, security and industrial hygiene personnel.4. Organizes, develops, and conducts the aviation safety and environmental compliance and reporting programs.5. Responsible for interpreting military regulations, field manuals, technical manuals, civil laws, (OSHA) and ensuring compliance while maintaining task completion.6. Reviews procurement requests for both aviation and ground safety equipment and personal protective equipment.7. Conducts regular surveys and inspections of aviation operations, facilities, and equipment including ground, environmental and industrial safety functions.8. Responsible for monitoring refueling procedures and techniques of the petroleum, oils and lubricants sub-contractor and document observations at a minimum weekly ensuring compliance with government and/or civil (OSHA) regulatory laws and regulations.10. Administrator for the operational hazard reporting and risk mitigation programs requiring formal documentation that is subject to inspection by FORSCOM Aviation Resource Management personnel.11. Responsible for providing aviation safety briefings that enable aviation rotational units to operate on the Fort Irwin reservation and the Barstow Daggett Airport.12. Submit recommended changes to the aviation safety program to the airfield manager.13. Submit written reports to the Airfield Manager on all safety inspections.14. Coordinate technical guidance and safety program implementation with the Installation Aviation Safety Officer (IASO).15. Implement regulatory procedure following all aircraft mishaps that occur on Fort Irwin and the National Training Center complex.16. Responsible for exercising the airfield pre-accident plan on a monthly basis evaluating medical, security and fire prevention actions during the exercise and reporting results to each emergency response agency commander or director.17. Conduct and analyze aviation resource management accident prevention surveys that include: Air Traffic control, Flight Operations, and the Petroleum, Oils and Lubricants sub-contractor in accordance with Army Regulation 385-95.18. Develop and maintain contingency plans for BLAAF IAW guidance and requirements of FM 1-300.19. Manage the foreign object damage program in accordance with AR 385-95 reducing injury to personnel and damage to aircraft.20. Assist the Installation Aviation Safety Officer and government agencies with preparing, coordinating, and conducting ground and aviation accident investigation boards.21. Serve as the Installation Aviation Safety Officer in his/her absence responsible for the safe conduct of all aviation aspects while at the National Training Center and Bicycle Lake Army Airfield.SUPPLEMENTARY FUNCTIONS MAY INCLUDE:1. Serve as the Training Support Division, (TSD) point of contact for all safety and environmental related matters on a regular basis.2.
