Knowledge, Core Competencies & Experience:
- High school diploma required; college degree preferred.
- Prefer candidate with bus operations experience as an operator, trainer, instructor, safety official, or supervisor.
- Must have at least 3 years’ progressive transit experience with commercial class “B” vehicles in a fixed route transit system.
- Prefer candidate with past or current CDL and qualifications, and if not current willing to obtain CDL and qualifications.
- Prefer candidate that is knowledgeable with DOT policies, OSHA, NIMS, EPA standards and ADA requirements.
- Experience working with and implementing operational safety, and/or other bus and employee safety programs.
- Experience with bus investigation, employee injury investigations, and ensuring operational safety rules compliance.
- Experience as a bus trainer, instructor, training supervisor, and/or other training experience.
- Experience developing and implementing safety program plans and procedures; analyzing safety and accident data and identifying and recommending corrective action towards prevention or safety.
- Must maintain confidentiality and safeguarding of sensitive written, verbal, videos, and electronic information.
- Able to facilitate meetings and present safety, security, emergency management, operational, training, technical, and other information in understandable, interesting, and engaging terms and ways.
- Work independently, collaboratively, and effectively with minimal supervision and management to achieve goals, objectives and key initiatives of Keolis corporately and locally, the CAPMetro management team, all employees, and with the Safety & Training department team, and self-directed efforts and initiatives.
- Be able to work with others in an unbiased, neutral, diverse and inclusive manner.

Key Accountabilities:
Training
- Responsible for selecting, hiring, and training qualified candidates for employment for department as assigned, or responsible.
- Able to work flexible hours (weekends, evening, night, and day) to meet the needs of the business.
- Conduct oral presentations, relaying safety, training, operational, and technical information in understandable terms
- Communicates job requirements and responsibilities to operators.
- Works closely with Human Resources to ensure driver safety, hiring and compliance process (e.g., interviewing and driver selection; collecting applications; criminal background checks; credit reports; drug/alcohol testing; DOT physicals; motor vehicle records checks; I-9 forms).
- Provides direction and guidance to safety and training personnel.
- Develops and presents training materials and conducts audits and review of training programs to ensure compliance and improvement.
- Designs, develops, conducts, assists, documents, and schedules training of all kinds, including employee safety, operations safety, maintenance safety and operator improvement programs, including but not limited to high-risk, post-accident, return to work, and other trainings or instructions as scheduled, assigned, and directed.
- Participates in and advances training and education in all areas of safety, security, preventability, and emergency management.
Safety Program
The Safety Program involves many facets and functions of safety, security, and emergency management. The Safety Manager is responsible to manage, supervise, develop, perform, and implement all aspects of the safety program, with hep and in collaboration with fellow team members, operations, CAPMetro, employees, and all other stakeholders, to include but not limited to:

- Verifies, validates, and ensures compliance and performance with CAPMetro Contract, Keolis-ATU Collective Bargaining Agreement, federal and state requirements, and in accordance with Keolis programs, policies, procedures, and guidance.
- Manage special projects and assignments as directed by the Director of Safety & Training.
- Drives Continuous Improvement of the Safety Program.
