GENERAL SUMMARY

Responsible for the security and public safety of all employees, riders and patrons of KCATA, including managing the security status, profile and equipment of the campus, transit facilities and assets of the Authority in Kansas and Missouri.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  1. Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
  2. Manages the security posture of the Agency by employment and supervision of the contract security force and internal controls and contacts.
  3. Manages the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service area.
  4. Assesses and monitors workload, administrative and support systems, and internal reporting relationships. Identifies opportunities for improvement; directs and implements changes.
  5. Coordinates criminal investigations and associated activities. Ensures adherence to established investigative techniques and procedures.
  6. Coordinates division activities and works in conjunction with other police departments, criminal justice agencies, and emergency public assistance services.
  7. Develops, implements, and promotes crime prevention procedures for KCATA operations.
  8. Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials and supplies. Approves expenditures and implements budgetary adjustments as appropriate and necessary.
  9. Represents the Transit Security and Police Services to other departments, elected officials, and outside agencies. Coordinates assigned activities with those of other departments and outside agencies and organizations.
  10. Participates on a variety of boards, commissions, and committees. Prepares and presents staff reports and other necessary correspondence.
  11. Attends and participates in professional group meetings. Stays abreast of new trends and innovations in the field of law enforcement and Transit Security.
  12. Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

  • Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function within an organization unit (i.e. benefits), including making final decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed.

FISCAL RESPONSIBILITY

  • Position has moderate fiscal responsibility. May be responsible for the billing, collection and/or accounting of funds. May be responsible for the handling and balancing of cash.

MINIMUM QUALIFICATIONS

Required Education and Experience

  • Bachelor’s degree from an accredited college or university in Public Administration, Criminal Justice, Transportation, or a related field
  • Five (5) to seven (7) years of related work experience in Security Management/Law Enforcement.
  • An equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities may be considered.

POSITION TYPE AND EXPECTED HOURS OF WORK

  • May work in a normal office environment. Will sometimes be required to work and/or attend meetings or events in public and at all RideKC locations.
  • Monday through Friday 8am until 5pm.
  • Occasional abnormal hours are expected and required for specific events and to reach all employees.

TRAVEL

  • Travel within the metropolitan area is required.
  • Occasional travel outside of the region may be required.

WORKING CONDITIONS & PHYSICAL DEMANDS

  • This position requires occasional exposure to unpleasant environmental conditions and/or hazards and requires medium physical effort. Incumbents may be required to exert up to up to 35 pounds of force occasionally, up to 20 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects.
